Indem die Kantonspolizei eine – für einen Laien korrekt erfolgte – Strafanzeige weder entgegennahm, noch bearbeitete oder deren Weiterleitung an eine andere Behörde veranlasste, wurde das Anzeigerecht des Beschwerdeführers verletzt.
