      "Text": "Der Einsatz polizeilicher Scheinkäufer im Drogenmilieu ist auch ohne richterliche Genehmigung zulässig. Von einer (genehmigungspflichtigen verdeckten Ermittlung kann erst dann gesprochen werden, wenn der nicht als Angehöriger der Polizei erkennbare Ermittler auf die Willensbildung seiner Zielperson ein Mindestmass an Einfluss nimmt. Dies ist beim polizeilichen Scheinkauf, wie er gemäss langjähriger Praxis in St. Gallen gehandhabt wird, nicht der Fall (Anklagekammer, 25. Februar 2009, AK.2009.60)."
