Selon l'article 14 al.4 RSEE, l'étranger qui est au bénéfice
d'une autorisation d'établissement peut, s'il se transporte dans un autre
canton, se voir refuser l'octroi d'une nouvelle autorisation lorsqu'il
existe un motif de révocation ou d'extinction. L'autorisation d'établissement prend fin, entre autres causes, avec l'expulsion (art.9 al.3 litt.b
LSEE).
