Voici ce qu’en dit AUST dans son commentaire de 2007: «Article 3 (1) (c) of the Vienna Convention on Diplomatic Relations 1961 provides that the functions of a diplomatic mission include negotiating with the government of the receiving state, and thus the head of mission may adopt the text of a
treaty between the two states. Although Article 7 (2) (b) of the 1969 Convention does not refer to authenticating the text, it is unlikely that a state would require production of full powers for this purpose.
However, unless full powers have been dispensed with, they are required for the purpose of signing a
