3.52.1 The operator shall be responsible for the custody and care of passengers
and crew until they are accepted for such examination. The responsibility of
the operator shall include the custody of passengers and crew between the
aircraft and the terminal building and within the terminal building transit
area, it being understood that the Contracting State may, if it so wishes, relieve
the operator from all, or part of this responsibility.
