Voraussetzungen für eine Änderung der Rechtsprechung, im besonderen wenn sie sich auf die Eintretensvoraussetzungen einer Beschwerde bezieht (E. 3c). Conditions auxquelles est soumis un changement de jurisprudence, en particulier lorsqu'il porte sur les exigences de recevabilité d'un recours (consid. 3c). La bonne foi commande de ne pas mettre les frais et dépens d'une procédure de recours à la charge du recourant, lorsque ses conclusions ont été déclarées irrecevables à la suite d'un changement de jurisprudence (consid. 3d)."
