Art. 4 BV; Ansprüche aus öffentlichrechtlichem Vertrag. Rechtsweg (E. 1); Kognition des Bundesgerichts (E. 3); Vorliegen einer vertraglichen Garantie der Gemeinde (E. 4)? Verletzung der allgemeinen Vertragspflicht zu loyalem Verhalten, insbesondere zur Abwendung von Schäden aller Art (E. 5)? Entschädigungsanspruch unmittelbar aus dem Vertrauensschutzprinzip gemäss Art. 4 BV? Soweit das Vertrauen in einem Vertragsverhältnis gründet, wird sein Schutz durch das Vertragsrecht gewährleistet; für einen direkten Rückgriff auf Art. 4 BV bleibt grundsätzlich kein Raum (E. 7c).
