Art. 4 BV; Art. 2 ÜbBest. BV; Eröffnung von Veranlagungsverfügungen gegenüber Ehegatten; Solidarhaftung der Ehegatten für die Gesamtsteuer. Mit der Zustellung an die gemeinsame Adresse der Ehegatten ist die Veranlagungsverfügung gegenüber beiden Ehegatten eröffnet (E. 1). Kein verfassungsmässiger Anspruch der in ungetrennter Ehe lebenden Ehegatten auf individuelle Eröffnung der Veranlagung (E. 2). Die solidarische Haftung der in ungetrennter Ehe lebenden Ehegatten für die Gesamtsteuer gemäss Art. 5 Abs. 4 des Steuergesetzes des Kantons Appenzell A.Rh. verstösst nicht gegen die derogatorische Kraft des Bundesrechts (E. 4)."

Une décision de taxation notifiée à l'adresse commune des époux est communiquée aux deux époux (consid. 1). Les époux vivant en ménage commun n'ont aucun droit constitutionnel à obtenir une communication individuelle d'une décision de taxation (consid. 2). La responsabilité solidaire des époux vivant en ménage commun pour le paiement du montant total de l'impôt selon l'art. 5 al. 4 de la loi fiscale du canton d'Appenzell Rhodes extérieures ne viole pas le principe de la force dérogatoire du droit fédéral (consid. 4)."

Con l'intimazione all'indirizzo comune dei coniugi, la decisione di tassazione è notificata ad entrambi i coniugi (consid. 1). I coniugi non separati non hanno un diritto costituzionale all'ottenimento di una notificazione individuale della tassazione (consid. 2). La responsabilità solidale dei coniugi non separati, per l'imposta complessiva secondo l'art. 5 cpv. 4 della legge tributaria del cantone di Appenzello Esterno, non viola il principio della forza derogatoria del diritto federale (consid. 4)."
