Art. 22ter BV; mit der Abgrenzung der Bauzone verbundene Landumlegung; Verfassungsmässigkeit des im waadtländischen Recht vorgesehenen Realausgleichs (\"péréquation réelle\"). Zulässigkeit der staatsrechtlichen Beschwerde gegen einen Zwischenentscheid (E. 2b). Ziele und Eigenheiten der Landumlegung zur Herstellung des Realausgleichs (\"péréquation réelle\"). Diese führt zwischen den Eigentümern einen Ausgleich von Vor- und Nachteilen herbei, die sich aus der Festsetzung des Nutzungsplans ergeben; sie bezweckt, das in Art. 5 Abs. 1 RPG vorgesehene Ziel zu erreichen (E. 3). Aufeinanderfolgende öffentliche Auflagen, deren Ergebnisse bei späteren Umlegungsmassnahmen grundsätzlich nicht mehr in Frage gestellt werden können, sind mit dem Anspruch auf rechtliches Gehör gemäss Art. 4 BV vereinbar (E. 4c). Grundsatz des vollen Realersatzes. Die Fläche eines der Bauzone zugewiesenen Grundstücks kann bei der Neuzuteilung soweit verringert werden, als dessen Wert infolge der durch die Zuweisung zur Bauzone bewirkten Wertsteigerung erhalten bleibt. Die Abschöpfung eines erheblichen Teils des Mehrwerts, der durch Planungsmassnahmen geschaffen wird, ist mit Art. 22ter BV vereinbar (E. 5). Gleichbehandlung der Grundeigentümer (E. 6)."

Art. 22ter Cst. Remaniement parcellaire lié à la délimitation de la zone à bâtir; constitutionnalité de la \"péréquation réelle\" instituée par le droit vaudois. Recevabilité du recours de droit public dirigé contre une décision incidente (consid. 2b). Buts et modalités du remaniement parcellaire à péréquation réelle. Celui-ci aboutit à une compensation, entre les propriétaires, des avantages et des inconvénients résultant de l'établissement du plan d'affectation; il tend à réaliser l'objectif de l'art. 5 al. 1 LAT (consid. 3). Les enquêtes publiques successives, dont les résultats ne peuvent en principe plus être mis en cause lors des opérations ultérieures du remaniement, sont compatibles avec le droit d'être entendu garanti par l'art. 4 Cst. (consid. 4c). Principe de la compensation réelle. Dans la nouvelle répartition des terres, la surface d'un bien-fonds classé en zone à bâtir peut être diminuée pour autant que, par l'effet de la plus-value résultant de ce classement, la valeur de l'immeuble soit conservée. Le prélèvement d'une part même importante de la plus-value résultant de mesures d'aménagement est compatible avec l'art. 22ter Cst. (consid. 5). Art. 22ter Cost. Raggruppamento terreni nell'ambito della delimitazione della zona edificabile; costituzionalità della \"perequazione reale\" istituita dal diritto vodese. Ammissibilità del ricorso di diritto pubblico diretto contro una decisione incidentale (consid. 2b). Scopi e modalità del raggruppamento terreni a perequazione reale. Questo conduce a una compensazione, tra i proprietari, dei vantaggi e degli inconvenienti risultanti dall'allestimento di un piano di utilizzazione; esso tende a realizzare l'obiettivo dell'art. 5 cpv. 1 LPT (consid. 3). Le pubblicazioni successive, i cui risultati, di massima, non possono più essere contestati nell'ambito delle ulteriori misure di raggruppamento, sono compatibili con il diritto di essere sentito garantito dall'art. 4 Cost. (consid. 4c). Principio della compensazione reale. Nell'ambito del nuovo riparto dei terreni, la superficie di un fondo attribuito alla zona edificabile può essere diminuita nella misura in cui, a causa dell'aumento di valore derivante da questa attribuzione, il valore dell'immobile sia conservato. Il prelievo di una parte anche importante del maggior valore risultante dalla misura pianificatoria è compatibile con l'art. 22ter Cost. (consid. 5). Uguaglianza di trattamento tra proprietari (consid. 6)."
