Art. 84 ff. OG; Anfechtbarkeit von Aufsichtsentscheiden mit staatsrechtlicher Beschwerde. Entscheide, mit welchen auf eine Aufsichtsbeschwerde nicht eingetreten, diese abgewiesen oder ihr keine Folge gegeben wird, sind nicht mit staatsrechtlicher Beschwerde anfechtbar (E. 2a; Bestätigung der Rechtsprechung). Aufsichtsrechtlicher Charakter eines Verfahrens vor dem Freiburger Staatsrat, in dem der Gesuchsteller die Beseitigung der religiösen Symbole aus den Gerichtsräumen des Kantons Freiburg verlangte (E. 2b-e). Art. 84 ff. OG; Art. 49 BV; Rechtsschutz gegen die Ausstattung der Gerichtssäle mit Kruzifixen. Soweit nicht ein Rechtssatz angefochten wird, ist als Anfechtungsobjekt der staatsrechtlichen Beschwerde ein individuell-konkreter, den Beschwerdeführer persönlich treffender Akt erforderlich. Grundsätzliche Anfechtbarkeit des Entscheids, die Hauptverhandlung eines Ehescheidungsprozesses nicht in einem Saal ohne Kruzifix durchzuführen (E. 3)."

Art. 84 ss OJ; possibilité d'attaquer des décisions de l'autorité de surveillance par la voie du recours de droit public. Des décisions qui n'entrent pas en matière sur une plainte à l'autorité de surveillance, la rejettent ou ne lui donnent aucune suite, ne peuvent pas être attaquées par la voie du recours de droit public (consid. 2a; confirmation de la jurisprudence). La procédure devant le Conseil d'Etat du canton de Fribourg, dans laquelle le requérant exige que le symbole religieux soit enlevé des salles du tribunal, a le caractère d'une procédure de surveillance (consid. 2b-e). Art. 84 ss OJ; art. 49 Cst.; protection juridique contre l'installation de crucifix dans les salles d'audience. Dans la mesure où le recours de droit public ne porte pas sur une norme juridique, il doit avoir pour objet un acte individuel et concret qui concerne le recourant personnellement. En principe, il est possible d'attaquer la décision qui refuse que les débats principaux d'un procès en divorce aient lieu dans une salle d'audience sans crucifix (consid. 3)."

Art. 84 segg. OG; ricorso di diritto pubblico contro decisioni dell'autorità di vigilanza. Le decisioni con cui l'autorità di vigilanza rifiuta di esaminare il merito di una denuncia, la respinge o non vi dà seguito, non possono essere impugnate con ricorso di diritto pubblico (consid. 2a; conferma della giurisprudenza). La procedura dinanzi al Consiglio di Stato del Cantone di Friburgo, con cui il richiedente domanda che sia eliminato il simbolo religioso dalle sale dei tribunali, ha il carattere di una procedura di vigilanza (consid. 2b-e). Art. 84 segg. OG; art. 49 Cost.; protezione giuridica contro la posa di crocifissi nelle sale dei tribunali. In quanto non sia esperito contro una legge, il ricorso di diritto pubblico deve avere per oggetto un atto individuale e concreto, che tocca personalmente il ricorrente. Di regola, è impugnabile la decisione con cui si rifiuta che l'udienza principale di un processo di divorzio abbia luogo in una sala senza crocefisso (consid. 3)."
