Recht auf Existenzsicherung. Das Recht auf Existenzsicherung ist durch ungeschriebenes Verfassungsrecht des Bundes gewährleistet (E. 2a-c). Auf dieses Recht können sich auch Ausländer berufen, unabhängig davon, welchen aufenthaltsrechtlichen Status sie haben (E. 2d). Entzug von Fürsorgeleistungen wegen Rechtsmissbrauchs?
