Art. 152 OG im Verfahren der abstrakten Normenkontrolle. Art. 152 OG gilt grundsätzlich für alle vom Organisationsgesetz vorgesehenen Verfahren (E. 2). Wegen der Besonderheiten des Verfahrens der abstrakten Normenkontrolle (E. 3) sind sowohl die Beigabe eines unentgeltlichen Rechtsanwalts (E. 4a) als auch die Kostenbefreiung (E. 4b) in der Regel ausgeschlossen. Keine Ausnahme im Falle von Ausländern, welche die Änderung der Zürcher Verordnung über die kantonalen Polizeigefängnisse im Hinblick auf die gemäss Zwangsmassnahmengesetz Inhaftierten anfechten (E. 5)."

Art. 152 OJ; application dans une procédure de contrôle abstrait des normes. L'art. 152 OJ est applicable en principe à toutes les procédures prévues par la loi d'organisation judiciaire (consid. 2). En raison des particularités de la procédure de contrôle abstrait des normes (consid. 3), il est généralement exclu d'y accorder l'assistance gratuite d'un avocat (consid. 4a), de même que la dispense des frais judiciaires (consid. 4b). Il n'y a pas lieu de déroger à cette règle dans le cas d'étrangers qui attaquent les modifications de l'ordonnance zurichoise sur les maisons d'arrêts visant à réglementer le régime de détention selon la loi fédérale sur les mesures de contrainte (consid. 5)."

Art. 152 OG; applicazione in una procedura di controllo astratto delle norme. L'art. 152 OG, in linea di principio, è applicabile a tutte le procedure previste dalla legge sull'organizzazione giudiziaria (consid. 2). A causa delle particolarità della procedura di controllo astratto delle norme (consid. 3), sono generalmente escluse la concessione del gratuito patrocinio (consid. 4a) o la dispensa dal versamento delle spese processuali (consid. 4b). Non vi è motivo di derogare a tale regola nel caso di stranieri che impugnano le modifiche dell'ordinanza zurighese sulle carceri di polizia concernenti il regime carcerario secondo la legge federale sulle misure coercitive (consid. 5)."
