Finanzreferendum. Gesetzesbestimmung, gemäss welcher im Hinblick auf die in Art. 28bis StV/FR festgelegte Limite wiederkehrende Ausgaben aufgrund des Gesamtbetrages der fünf letzten Jahre zu bestimmen sind. Zulässigkeit der staatsrechtlichen Beschwerde wegen Verletzung des Stimmrechts; Prüfungsbefugnis des Bundesgerichts (E. 1). Es ist grundsätzlich unmöglich, den Gesamtbetrag einer wiederkehrenden Ausgabe zu bestimmen; deshalb sehen die Kantonsverfassungen im allgemeinen unterschiedliche Limiten für den Gesamtbetrag einer einmaligen Ausgabe und für den jährlichen Betrag einer wiederkehrenden Ausgabe vor (E. 2b). Voraussetzungen, unter welchen das Gesetz die verfassungsmässige Ordnung des Finanzreferendums präzisieren oder sogar ändern kann (E. 2c). Verglichen mit den entsprechenden Institutionen in andern Kantonen läuft die im Kanton Freiburg getroffene Lösung weder den Grundsätzen noch dem wesentlichen Inhalt des Finanzreferendums zuwider; sie wurde vom Volk stillschweigend angenommen (E. 3b)."

Référendum financier. Loi prévoyant l'évaluation des dépenses périodiques, pour l'application des seuils déterminés par l'art. 28bis Cst./FR, sur la base du total des cinq premières années. Recevabilité du recours de droit public pour violation du droit de vote; pouvoir d'examen du Tribunal fédéral (consid. 1). Il est généralement impossible d'évaluer le montant total d'une dépense périodique; c'est pourquoi les constitutions cantonales prévoient généralement des seuils distincts pour le total d'une dépense unique et pour l'annuité d'une dépense périodique (consid. 2b). Conditions dans lesquelles la loi peut préciser ou même modifier la réglementation constitutionnelle du référendum financier (consid. 2c). Comparée aux institutions d'autres cantons, la solution adoptée en l'espèce ne porte atteinte ni aux principes ni au contenu essentiels du référendum financier; elle a été tacitement approuvée par le peuple (consid. 3b)."

È generalmente impossibile valutare il montante totale di una spesa periodica; motivo per cui le costituzioni cantonali prevedono generalmente quote distinte per il totale di una spesa unica e per l'annualità di una spesa periodica (consid. 2b). Condizioni alle quali la legge può precisare o persino modificare la regolamentazione costituzionale del referendum finanziario (consid. 2c). Paragonata a istituzioni di altri cantoni, la soluzione adottata nel caso concreto non viola né i principi né i contenuti essenziali del referendum finanziario; essa è stata tacitamente approvata dal popolo (consid. 3b)."
