Auch eine zeitlich begrenzte Zulassungsbeschränkung zum Medizinstudium an der Universität Zürich bedarf einer Grundlage im formellen Gesetz; sie kann von der Exekutive grundsätzlich weder gestützt auf Vollzugskompetenzen (E. 4a) noch gestützt auf Polizeinotrecht (E. 4b) angeordnet werden."

Résumé de la jurisprudence du Tribunal fédéral concernant les restrictions à l'admission aux établissements publics de formation (consid. 2). Même si elle est limitée dans le temps, une restriction apportée à l'admission aux études de médecine à l'Université de Zurich doit reposer sur une base légale formelle; elle ne peut en principe être ordonnée par l'autorité exécutive, ni sur la base de compétences d'exécution (consid. 4a), ni sur la base des mesures de police qui peuvent être prises en cas d'urgence (consid. 4b)."

Riassunto della giurisprudenza del Tribunale federale concernente le restrizioni all'ammissione agli istituti pubblici d'istruzione (consid. 2). Anche se è limitata nel tempo, una restrizione del regime di ammissione agli studi di medicina dell'università di Zurigo deve poggiare su di una base legale formale; essa non può essere ordinata dall'autorità esecutiva, né in base a competenze d'esecuzione (consid. 4a), né in base alla clausola di polizia (consid. 4b)."
